I need a recommendation on what to use to create a website. Empty I need a recommendation on what to use to create a website.

My mom just registered a domain, and she wants to create a website for work soon.
altho I do design, but not too much for websites, so please give some suggestions on what to look to create a website.
I know that wordpress is a good tool.. btw, I know very little with coding.
